Seaton is a militarized town, with a lot of ramshackle quick construction around a burgeoning naval port, that has established itself as a Loyalist outpost.

Seaton is ruled by Duke Kiara and has eliminated much of the illegal trade, smuggling and pirates that used to frequent the town in an attempt to garner favour with the Emporer. Their fishing industry has suffered as a result and Salrmarsh has picked up their trade as a result. Both towns are in talks with Elvish delegates to please them.
